Analysys Mason: Deployment models and required investments for rural broadband infrastructure

The objective of this study is to help policy-making and regulatory bodies in India to formulate guidelines for providing broadband access (direct or shared) to a population of about 700 million (via 214 million connections) by 2014, in line with the target set by the Confederation of Indian Industry (CII).

The study provides:

  • an analysis of international experience in the deployment of national broadband networks
  • an estimation of the current backhaul network in India and required investments for additional deployment of backhaul and access infrastructure
  • an evaluation of potential deployment models for India.

We analysed the development of the broadband network in 12 developed and developing countries to identify the role of government in various stages of the network's growth and the associated deployment models (such as ownership, public–private partnership and financial incentives) adopted by these countries.

In order to estimate the investment required for additional network deployments, the study includes an analysis of the backhaul infrastructure that has been deployed by various service providers in India, and identifies gaps in the infrastructure at a state level. Based on this gap analysis, the study estimates the required investment for deployment of additional broadband infrastructure (backhaul and access) to cover all of the 250 000 gram panchayats in India.

The study also identifies potential investment models for the deployment of broadband backhaul and access infrastructure, and evaluates the advantages and disadvantages of each model in the Indian context. The models analysed include government ownership, public–private partnerships, reverse auction and financial incentives.

Finally, the study recommends the optimal deployment models that the government can consider for the deployment of rural broadband backhaul and access infrastructure in India, and provides the operational details of each identified model.
