In response to BSNL's accusation that most of the major private operators were underpaying interconnection charges, two of the private operators have approached the TDSAT and have obtained a stay. According to BSNL, the operators are required to pay Rs 25 per month for every subscriber using BSNL's infrastructure while roaming. However, BSNL claims that several companies have failed to pay the dues, resulting in an estimated loss of about Rs 3 billion to it. The private operators, however, point out that BSNL is charging them for even those subscribers who have registered for roaming services but may not actually be using the service.
