The Department of Telecommunications (DoT) has submitted its clarifications to the Comptroller and Auditor General on the Ministry of Communications and Information Technology's decision to award telecom licences at an unrevised price. In 2008, the ministry had issued new licences (bundled with start-up spectrum of 4.4 MHz) for Rs 16.51 billion, a price at which all-India licences were issued in 2001, resulting in a loss of Rs 266.85 billion to the exchequer. The Central Bureau of Investigation, which has also been conducting the investigation, has filed a complaint against some DoTofficials for manipulating the terms and conditions of the licence. However, the department has stated that the auditors had merely issued an inspection memo asking for DoT's comments, and did not come out with any formal report accusing the ministry of causing this loss.
