The Telecom Disputes Settlement and Appellate Tribunal (TDSAT) has refused to accept a counter-affidavit filed by the Cellular Operators Association of India (COAI) against DoT on dual technology. DoT had earlier filed an affidavit with TDSAT, saying that the issue of dual technology cannot be challenged as it is a matter of policy. According to TDSAT, no direction had been given to COAI to file either a rejoinder or an affidavit in reply to the one submitted by DoT. Meanwhile, TDSAT has accepted COAI's request for representation on a new committee formed by DoT for reviewing the report of the Telecommunication Engineering Centre (TEC).
