BSNL has opposed any reduction in the access deficit charge (ADC) paid by private operators for its rural telephony operations.

Cellular operators are, however, demanding that TRAI reduce the quantum of ADC funds from Rs 33.35 billion for 2006-07 to Rs 10-Rs 16 billion for 2007-08. Moreover, service providers have proposed to collect ADC only on incoming ILD calls. Internationaloperators such as AT&T and British Telecommunications (BT) have opposed this move, claiming that it would lead to increased arbitrage and fuel the grey market. TRAI is expected to take a decision on the matter soon and the new ADC regime is expected to be applicable from April or May.
