DoT invites bids to appoint e-auctioneer for 5G spectrum auction

The Department of Telecommunications (DoT) has invited bids for selecting an agency that will conduct the e-auction of 5G spectrum and has issued a request for proposal (RFP) for the purpose. The deadline for the submission of the bids has been set as September 25, 2019.

As per a notice issued by the DoT, the bid evaluation will be in three parts - pre-qualification, technical and financial. As per DoT, the contract tenure would be 3+1 years with a normal tenure of three years along with a provision of extension for one year by mutual consent, if required.

Further, the bidder should not have any equity directly or indirectly in any telecom service provider in India, and vice versa, and will have to declare its Indian and foreign equity holdings, the DoT said.

The selected agency will be tasked to design, structure and implement the overall process of e-auction and also advise on setting the rules for the bidding process. The agency will also help in preparing bid documents for the auction and advising on the safeguards in the e-auction system to ensure the security of the entire process, the DoT notice added.

DoT would hold a pre-bid conference on September 2, 2019 with prospective bidders. The technical evaluations will be based on criteria such as total value and number of e-auctions conducted in the last seven years, total value of telecom related e-auctions in the last seven years, design of auction process and development of bid document, among others.

The auction would be conducted in 22 telecom circles. However, guidelines for the auction of spectrum in 700 MHz, 800 MHz, 900 MHz, 1800 MHz, 2100 MHz, 2300 MHz, 2500 MHz and 3300-3600 MHz bands would be announced separately.
