TRAI extends deadline for implementation of new MNP rules

The Telecom Regulatory Authority of India (TRAI) has extended the deadline for implementation of its revised regulations on mobile number portability (MNP). The deadline has been extended from June 13, 2019 to September 30, 2019.

The move comes after telecom operators had requested the TRAI to grant more time for implementation on grounds of making significant prerequisite changes in their networks and IT elements.

Under the amended MNP rules, the TRAI has recommended two sets of financial disincentives for telecom firms failing to stick to porting request processing deadlines. For instance, a telecom firm has to pay a penalty of Rs 5,000 per contravention for breaching rules for sharing user details with the MNP service provider within 24 hours of a user submitting a porting request along with texting him about the process being initiated. The penalty imposed would double to Rs 10,000 per violation for any unfair rejection of porting requests.

TRAI has also reduced the validity of the unique code to post a mobile number to four days from 15 days previously.

Besides this, in December 2018, TRAI had ordered to halve the processing time for porting requests within a circle to two days although the four day processing span was retained for porting across circles.
