TRAI releases consultation paper on reviewing terms and conditions for registration of OSPs

The Telecom Regulatory Authority of India (TRAI) has released a consultation paper for reviewing terms and conditions for registration of other service providers (OSPs). OSPs comprise companies that provide application services such as tele-banking, tele-medicine, tele-education, tele-trading, e-commerce, call centre, network operation centre and other IT-enabled services by using telecom resources provided by authorised telecom service providers.

Through the consultation paper, the TRAI has sought stakeholder views on multiple aspects including the definition of application service in context of OSPs, whether another regulatory framework different from the current registration process be adopted for OSPs so that the purpose of registration specified by the government is met, period of validity for OSP registration, whether the existing procedures of OSP registration for single/multiple OSP centres are relevant, existing provisions of determination of dormant OSPs and cancellation of their registration, etc.

The TRAI has requested stakeholders to submit written comments on the consultation paper by April 29, 2019 and counter-comments by May 13, 2019.
