The entire mobile service industry, barring Tata Teleservices Limited (TTSL), has proposed to the communications ministry that 10 per cent verification of its subscriber base up to the district level be completed by December 31, 2006. Mobile operators in Delhi, Chennai, Mumbai, Hyderabad and Haryana had been directed by DoT to discontinue all connections issued without proper verification. The proposal – submitted by BSNL, MTNL, Bharti Airtel, Hutch, Idea Cellular, Spice, Aircel, Reliance Communication and Himachal Futuristic Communications Limited (HFCL) – states that the industry will ensure 100 per cent documentation of the existing subscriber base by March 31, 2007. It also claims that no connection will henceforth be used for making or receiving calls until 100 per cent documentation has been submitted by the subscriber. However, as the industry cannot vouch for the documentation's authenticity right now, it will install a software to prevent and detect duplications and multiple connections by end-August.
