BSNL has invited bids for rolling out 45.5 million GSM lines spread over three years, involving an investment of $4-$5 billion. As per the tender requirement, only companies that have a manufacturing base in India or tie-ups with equipment manufacturers located in the country are eligible to bid. The vendors will also have to achieve at least 30 per cent value addition in indigenously manufactured core equipment. The total expansion of network totals 60 million lines but the remaining 14.5 million worth of lines have been reserved for public sector manufacturing company ITI. The 45.5 million lines will be rolled out in three phases in BSNL's service areas other than Maharashtra, Gujarat and Madhya Pradesh.
